Zelensky's 'Freya' missile defense scheme could backfire. Here's why. According to Ukrainian President Volodymyr Zelensky, neutralizing Russia’s ballistic missile threat is a key to ending the war that continues to ravage his country. “This is Russia’s last major advantage,” he told fellow leaders (x.com) at the NATO summit earlier this month. Kyiv’s ability to achieve this goal today is limited. So far this year, Russia has launched over 500 ballistic missiles (reliefweb.int.) at Ukraine. In June 2026, these attacks contributed to almost 300 Ukrainian civilian (reliefweb.int.) deaths. U.S.-made Patriot interceptors (wsj.com) are the only reliable defense against Russia’s ballistic missile attacks, but these are in short supply, especially since the war in Iran forced Washington to divert much of its existing stockpile to the Middle East.Zelensky’s answer to this challenge is the Freya (pravda.com.ua), a Ukrainian-developed air defense system he hopes will give the country its own anti-ballistic missile protection while also integrating the country irreversibly with European partners. But this plan is unlikely to work — and could even backfire. Not only will the Freya fail to solve Ukraine’s air defense problems in the near term, but the system’s reliance on foreign technology will institutionalize Ukraine’s security dependence on Europe in ways that could leave Kyiv less secure over the longer term.There is no denying that the Freya is an interesting and innovative platform. Manufactured by Fire Point, its interceptor is based on the Soviet-era 48N6 and 5V55 anti-aircraft missile (militarywatchmagazine.com)s used in Russia’s S-300 and S-400 systems, but its internal structure has been modified so that it can be manufactured more cheaply. Each missile is expected to cost just $700,000 (euromaidanpress.com), less than 25% of America’s top-of-the-line interceptor, the $4 million PAC-3. The addition of a second guidance system (defensemagazine.com) could also improve the missile’s ability to locate and destroy incoming ballistic threats. The Freya’s launch system uses Fire Point’s own design, but otherwise the platform relies almost entirely on foreign technology. The Freya is an open architecture system that uses the NATO Link 16 (unn.ua) protocol for integration into the European (or NATO) air defense network. Fire Point’s founder Denys Shtilerman argues this approach will offer Ukraine full sovereignty over the defense system. Despite this aspiration, Fire Point is still looking to foreign firms to provide the radars, command and control, and early warning systems (including space-based sensors) that would allow Ukraine to detect and track ballistic threats. For example, it is hoping to use (pravda.com.ua) long-range radars from Sweden, France, and Italy along with command-and-control platforms from Norway.
